Qualifications and Experience
White Rock Consultants, established by Rod Thornhill, PE, has over 30 years experience in all aspects of sewer system assessment and planning. A summary of qualifications and experience is as follows;
Work Experience
- Project manager for numerous sewer system evaluation studies (SSES) including field data collection, data analysis, defect quantification, cost analysis, capacity modeling, final report preparation, and client contact.
- Consolidated SSES reports prepared by others into standardized recommendations for use in multi-year I/I remediation
- Review of CCTV data and development of recommendations including replacements, maintenance activities and intervals, quality of TV inspection, GIS data updates, and recommendations for follow-up activities
- Principal Investigator for Visiting Investigator Program (VIP) in partnership with NASA’s Commercial Remote Sensing Program for project titled “Integration of Remote Sensing and GIS Data for Sanitary Sewer System Management” completed in 1995. Project successfully demonstrated the viability of radar-rainfall data to estimate rainfall for use in sewer modeling, and was one of the first uses of radar-rainfall data for such purposes.
- Training of several hundred individuals on use of standard TV inspection codes
- Chairman of NASSCO’s PACP Committee since 2001 and Co-Chairman of MACP committee
- Developer of PACP Condition Grading
