PACP (Pipeline Assessment and Certification Program) is a standard way of coding defects and features seen during an internal CCTV inspection of a sewer pipe. PACP was developed by the trade organization NASSCO in 2002 with the technical assistance from the Water Resource Centre (WRc) in Swindon, England.
Following the success of the Pipeline Assessment and Certification Program, NASSCO developed the Manhole Assessment and Certification Program (MACP) in 2005 that establishes standard coding of defects found during the inspection of manholes and other access structures.
White Rock Consultants provides NASSCO approved PACP and MACP training. We believe our more than 30 years experience in sewer condition system assessment and our participation in the creation of PACP gives us solid qualifications and a different perspective for training others to apply PACP.
The PACP Training is a two day classroom setting where students receive a thorough introduction to types of defects, coding of defects, and instructions on how to complete inspection forms. The course also includes testing and PACP certification.
Beyond the development of standard codes and a certification class, the PACP also includes other components. Standardization of the data format provides a means to exchange TV data from one application to another. NASSCO has developed a standard PACP database exchange format that defines a common database for moving data. Another important aspect of PACP NASSCO has incorporated is software vender certification. Each proposed vendor provides NASSCO a copy of their software and NASSCO staff independently verify the software uses the PACP codes correctly, and imports and exports data using the PACP Data exchange format.
NASSCO has added Condition Grading that assigns a score from 1-5 to each defect based on the severity of the defect. The Condition Grading can then be applied to the pipe segment as a way to express the severity and quantity of defects found in each pipe segment.
